战国时期，有人劝齐宣王毁掉周天子巡狩朝见诸侯的明堂，宣王征询孟子，孟子认为如果要实行王政就不能毁，因为周文王当年靠施行王政才统一天下，他罪人不孥，对鳏夫、寡妇、独夫、孤儿这种无助的人特殊照顾，齐宣王认为言之有理。
