基本解释唐天宝初，李林甫为相，任酷吏吉温、罗希奭为御史。吉罗承李旨意，诬陷异己，制造冤狱，时称“罗钳吉网”。事见《旧唐书·酷吏传下·罗希奭》。后因以“吉网罗钳”比喻酷吏朋比为奸，陷害无辜。
