基本解释战国时，燕昭王即位后急于招揽人才。郭隗以马为喻，说古代君王悬赏千金卖千里马，三年后得一死马，用五百金买下马骨，于是不到一年，得到三匹千里马，劝说燕昭王若能真心求贤，贤士将闻风而至。见《战国策·燕策一》。后以“燕骏千金”为招纳贤士之典。
