新朝时期，王莽推行一些改革措施，把西汉分封的各诸侯王降为平民，将周边分封的少数民族王降为侯，句町王不服，就派廉丹和史熊去攻打句町，他们强征民夫加重捐税，都大夫冯英上书劝他不要劳民伤财。王莽罢免了他，后又觉得冯英无可厚非。
