春秋时期，执政大臣魏献子把祈氏的领地分为7县，把羊舌氏的领地分为3县，委派与提拔一些地方长官。他想启用魏戊，担心人家说他偏私，问大夫成傳，成傳认为只要有才德，就不论亲疏，关键看能不能择善而从，能不能赏罚分明。
