春秋时期，晋灵公想当霸主，在扈地会合诸侯，他不愿与小国郑穆公见面。为缓和矛盾，郑国执政大夫子家给晋国执政大夫赵盾写信，信中表示国与国之间得以礼相待，靠德服人，不然就会出现“鹿死不择音”，完全没必要铤而走险去打仗。
