新朝后期，民众受不了王莽的压榨，爆发了全国性的大起义，拥立刘玄为更始帝。更始帝上台后想树立好的形象，并派人去查处东郡太守贪赃枉法的事，属官索卢放前去向使者求情，认为国家需要稳定，只有遵照使功不如使过，让他们戴罪立功。
