春秋时期，秦桓公经常不讲信义，他与晋厉公在令狐签订盟约，回国后就背信弃义，怂恿狄、楚去进攻晋国，他对楚王说：“余虽与晋出入，余唯利是视。”晋厉公非常气愤，派大臣吕相去与秦国绝交，两国断交后不久就发生了战争。
